Authorized by the State Oceanic Administration People's Republic of China, the first National Marine Awareness Development Index (hereafter referred to as "MAI") report that complied by the Peking University Institute of Ocean Research was published during the World Ocean Week in Xiamen(2016) on November, 4th.
"The national marine awareness, geographical location and marine economy are highly related. The results show that people in some places have high marine awareness but low participation. There are significant difference in public marine awareness level between region and population", the team leader, Professor Wang Jimin of Peking University said.
According to the MAI report, the development of China's marine awareness development index scored an average of 60.02, and about two-thirds of the provinces scored below 60 points. This result reveals the weakness of national marine awareness. Tibet ranks lowest, scoring just 53.06.
The evaluation index system of national marine awareness consists four parts: the awareness of marine nature, marine economy, marine culture and marine politics. The top 10 in scoring are Beijing, Shanghai, Tianjin, Hainan, Zhejiang, Jiangsu, Shandong, Guangdong, Sichuan, Fujian. Except Beijing and Sichuan that are not directly near the sea, the rest are coastal provinces(autonomous regions and municipalities).
From the view of regional distribution, the marine awareness development index in China presents a decreasing trend from coastal to inland. "Overall, the level of awareness may vary from region to region, but there is a certain rule."The study finds that people, who live near the ocean, always have high marine awareness. However, several coastal provinces such as Hebei, whose pillar industries and people’s daily life have no direct relationship with the ocean, result in relatively low scores.
In terms of the report, the marine awareness and ocean economic level are highly correlated in coastal areas. Notably, the correlation between marine nature, economy, culture and political awareness is high, but there is high level equilibrium and low level equilibrium phenomenon. Still take Hebei province as an example, the public awareness of ocean economy is relatively prominent, while the marine nature awareness is relatively backward. The marine culture awareness of Chongqing Municipality is relatively outstanding, scored higher than most inland places, but the marine economy awareness is lagging.
In addition, the report analyzes the difference of marine awareness between males and females. They found that males'sea political awareness is significantly higher than females'. The marine nature and marine economy awareness of males is also slightly higher than females', while the awareness of marine culture is lower than females'.
The national marine awareness development index consists of a set of evaluation index system, data acquisition and calculation method. The evaluation index system of national marine awareness are established by the argumentation of experts and the solicit opinions from the public, which consists four first-level indicators (marine nature, economy, culture, political awareness), twenty secondary indicators and forty seven tertiary indicators. Based on this evaluation index system, Internet database and offline survey data, thirty one provinces in China were evaluated.
