2018年5月23日晚，挪威国防大学Øystein Tunsjø教授带来了一场题为The Return of Bipolarity in World Politics的精彩讲座。Øystein Tunsjø教授2006年于英国威尔士大学获得博士学位。

Øystein Tunsjø教授在2018年出版了书籍《The Return of Bipolarity in World Politics: China, the United States and Geostructural Realism》。于2013年出版了书籍《Security and Profits in China’s Energy Policy: Hedging Against Risk》。Øystein Tunsjø教授还共同参与编辑了图书《Strategic Adjustment and the Rise of China: Power and Politics in East Asia》、《Twenty First Century Seapower: Cooperation and Conflict at Sea》。Øystein Tunsjø教授曾多次在Survival， International Relations, Cooperation and Conflict, World Economy,和 Politics等期刊上发表论文。

在本次讲座中，Øystein Tunsjø教授首先谈到，不同于过去的美苏两极化的国际体系，世界体系已经进入到了一个新的中美两极化体系。教授进一步分析了形成现有国际体系的原因，如中美力量差距在不断缩小，中国与世界其他主要力量（如俄罗斯、印度、日本和德国）的力量差距不断扩大。同时，Øystein Tunsjø教授从中美两大国间的“竞争和平衡”和“稳定和战争风险”的角度探讨了两极化的回归在国际政治中的重要性。

历史上，大国或超级大国的行为模式在多极、两极和单极系统之间存在差异，美、中两国是否会成为新的两极竞争对手影响重大。Tunsjø教授在已知的国际政治理论——肯尼斯·华尔兹的结构现实主义的基础上，重新构建了一个新的基于地理结构的现实主义理论，深入探讨为什么中美竞争不同于美苏竞争、两个大国之间是否存在战争风险等问题。
